(1) Those who belong to the following units may apply for the operation of pesticides .
a. Agricultural production data business unit of the supply and marketing cooperative;
b. Plant protection station;
c. soil fertilizer station;
d. Agricultural and forestry technology promotion institutions;
e. Forest pest control institutions;
f. Pesticide production enterprises;
e. Other business units as prescribed by the State Council.
(2) The following information should be submitted to the agricultural department of the local government affairs hall for the examination of the application for pesticide business qualifications. The information is in duplicate.
a. Fill in the approved pesticide business qualification approval form. The applicant unit must be stamped with the official seal of the unit in the preceding paragraph and the legal representative personally sign it;
b. Formulated various rules and regulations concerning pesticide management;
c. Detailed description of pesticide management sites, equipment, storage facilities, safety protection and environmental pollution prevention facilities and measures;
d. The certificate of the main business personnel's resume and pesticide business knowledge training and a copy;
e. A copy of the ID card of the person in charge of the application unit and the person in charge of the business unit to be opened.
2. Acceptance
a. The staff of the agricultural department window of the government affairs hall should carefully check the application of the applicant, and whether the required application materials are complete, whether it is true and effective, and whether the official seal and signature are clear.
b. If there is no qualification for application, or if the information provided is not complete, or if there is any doubt about the authenticity of the information provided, a clear written reply shall be given immediately, and the correction may be corrected immediately, otherwise it will not be accepted. .
c. Applicant is eligible for the preliminary examination, and the information provided is complete. If it meets the requirements, it shall be accepted immediately and a notice of acceptance will be issued.
3. Review
a. The municipal, county (city, district) pesticide supervision and management institutions on behalf of the local agricultural administrative department is responsible for the review of pesticide business qualifications.
b. Each responsible reviewing agency shall carefully review the information submitted by the applicant in strict accordance with the “Pesticide Management Regulations†and “Regulations Implementation Measures†and relevant state regulations, and review its legality and authenticity. It mainly examines whether the applicant has the qualification for operation; whether it has the place, facilities, personnel and environmental conditions for the operation, and conducts on-the-spot investigations on the review of the environmental site; and whether the system established by the review is scientific and applicable.
c. The reviewer is responsible for the content being approved, and each item must be signed and signed.
4, decide
The reviewer will report the approval form of the signed opinion to the competent leader for review. The competent leader will approve the objection without approval, and the pesticide business operation approval document will be issued in accordance with the operating conditions, and the non-eligible notice will be issued if the conditions are not met. The pesticide business approval document is valid for one year.
(2) Closing time limit
15 working days from the date of acceptance.
