Since June 2009, the Wenling Shoe Industry Chamber of Commerce has undertaken the “Wenling footwear industry's response to the European Union’s ban on harmful azo dyes, formulated coalition standards, and broke through the standardization implementation of technical trade barriers” project after being approved by the Provincial Quality Supervision Bureau. Under the guidance and support of relevant persons in charge of the Quality Supervision Bureau of the Municipality, 20 footwear enterprises exporting to the European Union shall establish their organizations in accordance with the requirements for project construction, implement division of responsibilities, formulate alliance standards, and establish a qualified supplier information service platform. At the same time, in the participating companies, the alliance standard self-regulation system was implemented, the chamber of commerce and enterprises signed a commitment letter, and the implementation of the alliance standard enterprise self-examination, mutual investigation and supervision of the Chamber of Commerce, effectively promote the implementation and promotion of the Union standard.

With the continuous improvement of the quality of footwear products in Wenling City, the export volume is expanding day by day, and the trade technical barriers encountered in the international market are also increasing. In particular, since 2002 the European Union has issued the ban on harmful azo dyes (2002/61/EC) and the 76/769/EEC Directive on the sale and use of certain dangerous substances and preparations (azo dyes) by the European Commission. The implementation of the 19th revision and related directives issued later will have a greater impact on the export of footwear in the city. Footwear exporters originally lacked the necessary controls and safeguards against the ban on chemicals such as azo, and the production of finished footwear reached the EU's ban on azo dyes requirements of only about 50%, seriously affecting the company's production costs and delivery Time control.

According to the average cost of testing for each batch of about 10,000 yuan, the cost of testing raw materials for footwear and other materials can save about 5,000 yuan per batch; on the other hand, it solves the problem of delayed orders due to the replacement of unqualified raw and auxiliary materials, and promotes the promotion of orders. The smooth clearance of foreign trade has increased the market share. At present, Taizhou Baolit Shoes Co., Ltd. ranks the top three in the category of footwear sales.
