On December 19th, the 4th meeting of the 7th Council of China Machine Tool Industry Association was held in Beijing. More than 130 people from all over the country had attended the meeting. The meeting heard a speech by Deputy Director Wang Weiming of the Equipment Industry Department of the Ministry of Industry and Information Technology. Director Wang analyzed the current situation of international and domestic manufacturing, expounded effective attempts in the transformation of government functions and reforms, and innovated industry management, and pointed out that industry associations should better play the advantage of being close to the industry and familiar with the enterprise and expert team. Strengthen its own capacity building, actively reflect corporate demands, strengthen industry self-discipline, and better play a bridge and support role for connecting government and service enterprises.
Minister Yu Bin of the Macroeconomic Research Department of the Development Research Center of the State Council made a report on the macroeconomic situation, shared with the delegates the main contents of the just-concluded Central Economic Work Conference, introduced the overall situation of the Chinese economy and the main features of the Chinese economy in 2014, emphasizing the Chinese economy. It has entered the new normal of medium and high speed growth, and hopes that the delegates will correctly understand the new normal. For the long-term development trend in 2015 and in the future, it is pointed out that the economic development mode is shifting from scale-type extensive growth to quality-efficiency-type intensive growth; the economic structure is shifting from incremental capacity expansion to adjustment of stocks and optimization of coexistence. The economic development momentum is shifting from a traditional growth point to a new growth point.
Executive Vice President and Secretary General Chen Huiren made a work report on behalf of the permanent establishment, fully expounding the main work of the association over the past year and the main goals and tasks in the future. It is pointed out that the new council and permanent institutions of the association fully recognize the changes in the environment, identify the positioning of the association, change the concept of association construction and development, establish new directions, and repeatedly emphasize that the association should fully fulfill the "services provided, reflect Three core functions of appealing and standardizing behavior. In response to the main tasks in 2015, Chen Huiren proposed to carry out the active practice of building a modern social organization, building three service platforms, establishing an industry appeal response mechanism, and exploring industry self-regulatory mechanisms.
Executive Vice President Wang Liming explained to the conference the drafting of the "China's Machine Tool Industry Anti-Unfair Competition Convention (Draft)" and submitted it to the General Assembly for deliberation. Wang Liming pointed out that while the industry is developing rapidly, the deep-seated contradictions in the industry have become more and more prominent. Among them, the behavior of unfairly disrupting the market competition environment has become increasingly fierce, and the majority of law-abiding enterprises have hated this. In order to ensure the healthy and orderly development of the machine tool market and regulate the market behavior of machine tool enterprises, the association drafted the convention.
The meeting also reviewed and approved the proposal to establish the Association of Information Statistics, Organizational Liaison Department and IT Management Department.
In the afternoon, the delegates held a group discussion. The key topics were: (1) problems, countermeasures and policy recommendations that need to be addressed in the adjustment of the industry structure, transformation and upgrading; (2) outstanding problems and policy recommendations facing the current economic operation of the enterprise; 3) Opinions and suggestions on the preparation of the “13th Five-Year Plan†work of the industry. The delegates carefully combed and analyzed the domestic and international situation and market environment faced by the industry and enterprises, expounded the transformation and upgrading measures implemented by their respective enterprises and the achievements they have made, and put forward pertinent opinions and suggestions to relevant departments and associations. For the "Anti-Unfair Competition Convention (Draft)" drafted by the Association, the majority of enterprises have expressed their approval and made some specific amendments.
The meeting was held under the background of the complicated economic situation at home and abroad, and the country entered a new era of comprehensive deepening reform. Under the circumstances that industry enterprises have experienced several years of low-speed operation, efforts to implement transformation and upgrading, and achieved phased results, the key enterprises in the industry are high. They gathered together to analyze the situation, clarify ideas, and jointly explore the development prospects of the industry and the future development plan of the company. The trade associations also changed the construction concept and function orientation under the new changing situation, closely focused on the core tasks of the community organizations, and strived to provide more effective and high-level services for industry enterprises and member units.
