Last week, the UK government unveiled new guidelines for video surveillance systems, sparking some concern among industry observers. However, according to a recent report by IHS, these new rules are unlikely to significantly impact the growth of the UK's video surveillance equipment market.
The IHS report titled “World Market for CCTV and Video Surveillance Equipment†highlights that the UK remains one of the world’s top four markets for surveillance technology, following China, the US, and Japan. As a major exporter of such equipment, the UK plays a crucial role in the global security industry.
The newly introduced code sets out best practices for public area monitoring systems in England and Wales. However, it is important to note that compliance with this code is voluntary, and there are no legal penalties for non-compliance. This approach reflects a more flexible regulatory environment compared to other regions with stricter enforcement.
Josh Woodhouse, an IHS analyst specializing in the surveillance market, pointed out that public area monitoring systems will likely represent only a small portion of the total cameras in the UK. Most installations are expected to be on private properties, where users have more control over how and when they use surveillance tools.
Woodhouse also noted that suppliers and contractors working in public spaces are already accustomed to dealing with stringent regulations in other countries. For instance, some nations impose strict data retention limits or require clear signage indicating the presence of surveillance. These existing standards make the UK’s new code less disruptive than it might initially appear.
The UK has seen a steady rise in surveillance camera installations over the past two decades. By 2012, IHS estimated that around 4 million surveillance cameras were in use, translating to roughly one camera per 16 people. This widespread adoption has created a mature market with a strong base of existing systems.
Looking ahead, IHS forecasts continued growth in the UK’s video surveillance market between 2013 and 2017, despite economic challenges. While new installations will contribute to this growth, even greater expansion is expected from the replacement of outdated systems.
Newer surveillance systems come equipped with advanced features such as HD resolution, wide dynamic range, and day/night vision, which significantly improve image quality. These upgrades offer added value for both consumers and businesses.
Despite the high number of existing systems, Woodhouse emphasized that the UK market still holds significant potential. Suppliers should continue to monitor developments and seize opportunities as the sector evolves.
