Abstract It is evident that the key themes in Chinese manufacturing in 2013 revolved around structural adjustment and overcapacity. This conclusion is drawn from a comprehensive analysis of economic trends and data, which indicate that the manufacturing sector faced numerous challenges. Among these, structural imbalances and declining performance were the most prominent issues. These factors not only affected the overall health of the industry but also shaped the direction of policy and business strategies during that period.

The construction machinery industry, in particular, found itself at the heart of this economic turbulence. It was widely recognized as one of the sectors suffering from severe overcapacity. This can be observed through the production and sales figures of various products, such as loaders, excavators, drilling rigs, and cranes. Many of these products reached their peak around 2010, and since then, growth has stagnated, creating a sense of frustration among industry players. It's like a runner who suddenly loses momentum due to external forces, struggling to regain speed and confidence.

However, this situation wasn’t accidental. Experts have pointed out that the construction machinery industry encompasses nearly ten thousand products across 18 categories, covering almost every aspect of production and daily life. It serves as a vital tool for both industrial and personal use. From concrete leveling to snow removal in gardens, many of these tools are essential parts of modern infrastructure. Yet, in China, the focus has increasingly shifted toward large-scale and ultra-large machinery, such as excavators, loaders, and cranes, leading to a perception of limited product diversity and a growing trend toward oversized development. This shift naturally contributed to overcapacity, especially in the so-called "sand bee" segments—products that are mass-produced but lack market demand.

Overcapacity and structural imbalance are closely linked. From an observer’s perspective, while the industry has been moving toward high-end and large-scale equipment, there remains a significant gap in the market for smaller, more practical machinery. Despite efforts to promote these products, their adoption has been slow. For example, excavators once dominated by foreign brands saw a major breakthrough in 2010, with domestic manufacturers capturing half the market. This success came from innovations in small and mid-sized excavators, which marked a turning point in the industry.

Traditionally, people viewed construction machinery as a broad and capital-intensive sector. Due to China’s massive investment in infrastructure and public projects, the domestic market was largely driven by large-scale initiatives such as urban development, water conservancy, and transportation. As a result, the term “big” became synonymous with the industry, leaving little room for small-scale or niche machinery.

However, the tides are changing. Today’s and future markets show that small construction machinery holds great potential. Looking at the experiences of developed countries, it becomes clear that the Chinese market is on the verge of a new opportunity. Small construction machinery is set to become a powerful driver of growth within the industry, bringing fresh energy and innovation.

In many cases, overcapacity and structural adjustment go hand in hand. Adjustment is no longer optional—it’s necessary. Only through new ideas and innovative approaches can the industry open up new possibilities and create a more sustainable future.
